MC:V is built on the Source engine, specifically the CS:GO branch. Therefor level editing is down with the "Hammer" editor or the included Hammer++ [\Military Conflict - Vietnam\bin\win64\hammerplusplus.exe]
The Valve Developer Community Wiki is incredibly useful for learning all about the Source Engine and the editor.
